Ya, it 'could' come back higher... ...or not. It is a point of contention for me and I will be watching closely to see what Carney's position ultimately becomes.

I didn't agree with it because it is appeasement to a mercurial con man and as it turned out it didn't work. Surprise. I'm hoping Carney has a better plan than waiting for Trump to die.
