I know the multiple insignias are to cause confusion, but are these municipal police or federal? If they are municipal, then the Oregon Governor and the Portland Mayor need to answer as to why they are allowing the municipal police to cover their faces.

I can only see DHS on their uniforms. To me, that's Federal.

Not municipal. This is the ICE detention facility, those are ICE/DHS. PPB does not aid or assist ICE/DHS on federal immigration. (Sanctuary city and state).
