You need to look at the President's War Powers and Congressional War Powers (See attached). The #OrangePOS did not declare war.

Someone must have a very broad definition for "...emergencies, attacks or threats." If Iran is 3 years minimum from creating a nuclear weapon, the word "threat or emergency", would be a stretch I would think. 🥴

The wonderful thing about being immune from criminal prosecution is as long as he is acting as president he can commit crimes. The most that can happen is the court will decide if he has committed a crime. He could be impeached but no way would they do it even if he nukes Iran. They are cowards.
