This is too broad of a statement. This really depends upon the state—their DA’s and governors.
You need state laws that require them to identify themselves, be without masks, have produce judicial warrants upon demand, etc. and require them to read each immigrant their rights under the laws of the United States.
Some are beginning to put these laws in place.
If the do get presidential pardons. There is your list of people to investigate.
