No it’s not. All checks to the IRS can be reviewed to make sure everything is in order per request of the State’s legislature. They wouldn’t be stopping payments just slowing it down via controls/new policies. CA could also stop them, wait for lawsuits and set up other methods of blocking payments

"That's not how it works. That's not how any of this works." When the average person writes a check to the IRS, their State government isn't involved anywhere along the line of that process. It doesn't control their bank account, and it doesn't intercept federal mail.
Red Governors do whatever they want why shouldn’t Blue Governors - they have all the money and a lawsuit claiming their citizens are paying Red State citizens to exists sounds like a valid suit plus a million other legal hurdles…
