Exactly, this is an infrastructure problem. Largely due to privatisation.
Britain does not have a water shortage problem it has an infrastructure problem, largely due to privatisation. (It was flooding here just a few months back.) Climate change is obv a factor, but blaming this all on that is letting the govt off the hook.
