You can only apply for asylum in a country you are physically in. Canada could offer him refugee status, if his wife, an American, was willing to move and was offered legal status.

You cant claim asylum from the U.S. its made very clear that Canada and the U.S. have agreed to that. Its on their website for claiming asylum

Because under international rules he is in a “safe country already”. Is just a mess. The only way may be going back to a not safe country and try entering directly in Canada. This poor guy is in a real situation.

Pretty sure there's already a travel warning about the US. But declaring the US not a safe country (which it pretty much is now) would trigger the tiny orange man so not a good move for Canada. Carney could end up in El Salvador

Perhaps other countries should remove the United States from the safe country list, as it is not safe!
With international travel advisory saying travel to US is unsafe, it's worth a shot to apply in Canada.
