That's a pretty absurd comment. Most Nordic country's restrict alcohol sales. Some country's restrict cannabis more than others, that doesn't reflect the people's happiness levels.

We noticed that some Nordic visitors to India had earned enough money working in their own country for six months to spend the other six consuming cannabis in India. Probably they go to Thailand now.

No idea what that has to do with anything. There's times when people can't buy alcohol. So? What country doesn't have some control on booze sales? You can get as much alcohol as you wish, if that's your thing, in any European country, even Finland. Strange thing to focus on . . .

Yes. You can still buy what you like you just can't buy it 24/7. Have you been to any if the Nordic countries? You'll realise it's not an issue. What has this got to do with the subject? Nothing.
