It reads as money for traditional prestige/popular university's, alongside reduce and silo research elsewhere. Not a good way to promote innovation, cross discipline work & collaboration. Or even just doing good sound technical work translating a break through into reality.

where are we left in terms of the purpose of universities and curiosity driven research when even the supposed champions of research and innovation are washing their hands of it?
