FDEM issues requests for proposals, companies bid and are evaluated, and the state announces the winners. Earlier this summary, for example, FDEM issued an RFP for companies to provide emergency support personnel for disasters.

Solicitation Objective The Florida Division of Emergency Management (“FDEM” or “Agency”) is issuing a Request for Proposal (RFP) to establish contracts with multiple Contractors for disaster support personnel with experience operating in Emergency Operation Centers. Contractor(s) will provide FDEM with temporary Emergency Operations Center staff augmentation during an emergency incident or event, as needed. Contractors will work at the discretion of the Agency. Location of assistance could be requested statewide.

FDEM recently announced the companies selected to receive contracts for that work.

The text states that contracts will be awarded to the following respondents: ACDC, Hagerty, CDR, IEM, Tetra Tech, Indelible, EM Response, KPMG, IRG Global, Simeon Global, Tidal Basin, and CRS. The posting period is listed as August 18, 2025, 12:30 PM to August 21, 2025, 12:30 PM. The bottom contains instructions for filing protests, with contact information for the Division of Emergency Management Office of the General Counsel in Tallahassee, Florida. Maybe these companies will be providing staffing services for disaster response after a hurricane. And maybe they will be providing staffing services for concentration camps.

Now they have the contracts, and my guess is that they won't walk away from the money—regardless of what they're asked to do. But there is no excuse for complicity. None.
