Regular business in the Senate runs through unanimous consent as opposed to historic procedure because Senators want it to move quickly without debate. It's a cop out.

If Dems try and blanket block unanimous consent, Senate Republicans will ditch it. Maybe that's no bad thing, but it does mean that it's not a tactic that can be used unrestrictedly.

“democrats cant use this procedural rule to block republicans bc then the republicans will get rid of the rule” so make them get rid of it. make them muck around with procedural rules. it will slow things down even more.
