This is often the pattern with attempts at cleansing. First the camps are built just to hold people until they can be deported. Then when other countries refuse to take the people, populations climb. Someone then has the idea to recoup the cost of the camps by using the prisoners for labour. (1/2)
And then something has to be done with the prisoners who can't work. The workers who get sick or hurt. The elderly. The children. People with disabilities. And when conditions are as horrible as they always are in the camps, eventually everyone is unable to work. And that's how death camps emerge.
