Nazis built most of their concentration camps outside of Germany. Germany had 13 Poland alone had 28, France 14, and so on. It wasn't just for logistics. It wa so they could claim they weren't responsible for what happened to those deported outside of Germany.

They were Germany under German Gouverment at this time. There were no Gouverment of Poland and no Gouverment of France.
Those countries had govts, like the Vichy govt of France. They were puppet govts, but the countries were not considered the "Fatherland" when anyone referred to Germany. No one said, "I'm from Kracow, Germany," or "We're liberating Paris, Germany." We're done here.
