He will use it as an excuse to avoid attending the NATO summit next week. During his first term, he left the NATO summit early because they weren't being nice to him. (Plus Putin wants us out of NATO)

He doesn't need an excuse. He'd look stronger by just saying he's not attending. This is about moving us into war-time so he can invoke war-time powers. And he's a tremendously insecure sack of shit.
