There's a lot of heated spite here, but I would suggest a bit of humility and listening to some of these communities. You may not like what they do, but their way of life is not invalid for all that, and they have produced public goods too; you'll notice that vast majority of uplands is poor grass.
Is there room for alternative visions of the uplands, with different ecologies? Sure. So fund them. Grouse accounts for a small %, and a lot of valuable species depend on it. There's more than enough crap sheep grazing to go round before one starts banning it.

I was a gamekeeper for several years the shooting debate has been raging for decades.
