Chris is referring, I believe, to the countryside stewardship payments that commoners get for ’maintaing’ Dartmoor. This is still a thing, so the short answer to your question is ‘yes’.

I live on common land in the Bannau Brycheiniog where sheep are allowed onto the high pastures from the end of March to the end of September. The few green sections are grazed out, but because they don't eat the bracken it is encroaching a little more each year, engulfing gorse and other flora

Sheep have nothing to do with tussock grass. The cessation of the ancient practice of burning off has enabled the tussock grass to move in unhindered along with bracken. Burning off released nutrients for diversity of growth and repressed the monocultures that r moving in to huge swathes...

I grew up on the toes of Dartmoor and the change was pretty much immediate to see. It's counter intuitive but burning off sustained the natural diversity of habitats on Dartmoor. The proof is in the pudding and would be easy enough to prove if it was reintroduced into trial areas.

Sheep farming over centuries has made the South Downs what it is today. I have however heard a developer try to use this argument to justify building on the floodplain - not my fault if it floods it’s the sheep 🙄
