The Dominion wants the civil war going as long as possible cuz it weakens Skyrim and the Empire, so putting Ulfric’s insurrection down actually foils their plans. 😇

OK, that makes sense. And they are surprisingly easy on the whole "You're a criminal we were about to execute" thing. Less so on the "you weren't on the list and shouldn't have been sent to the headsman in the first place" thing.
