We are about average for Europe and the world currently, which is terrible given our headstart. We are not the worst, but given the technology we have, the access to wind and tidal force, the headstart in nuclear, we should be a world leader.
Ok I'll do the hard work. The only MEDC countries worse than us on CO2 per capita are a few middle eastern countries, Canada, the USA, Russia, China (though predicted to be better than us within 3 years) and some of smaller island nations.
The only way you are remotely correct is if you mean, 'we should be helping ledc's develop past fossil fuels by giving them technology to skip that part of their industrial revolution'. Otherwise all you are saying is other countries are not allowed to do as we did in the past.

The UK is well on the way to ditching fossil fuels. You need to ask this question of Norway, Germany, USA, Russia & China.

As many as is necessary for people to realize that nuclear is safe and emissions free and that natural gas emitts 40%-60% less than coal. When people realize that we can actually start to reduce emissions.
3 primary reasons why natural energy sources will take a straight up war in order to succeed: 1. Oil is a multi trillion dollar empire that has global dominance. 2. Oil and timber are also multitrillion dollar established empires. 3. Chernobyl fear campaign is why nuclear hasnt been persued.
1 and 2. The Oil companies will happily sell us nuclear power too. That isn't a problem. The fear campaign is real. Chornobyl, Three Mile Island, that 3 eyed fish from the Simpsons, the fear is real.
The real facts, however, from Fukushima, the nr3 and nr4 reactors, from the 70s were perfectly fine and shut down automatically with no issues. Since then we have added almost 60 years of technological advances and experience. Remember every day coal kills more than Chornobyl did in total.
Right now nimbyism is keeping the decades out of date reactors running and preventing the installation of the safest and most efficient modern reactors. It's sad, but this is what Greenpeace and the 'religion' of environmentalism is doing to us.
