Unfortunately, Seems to me the obvious move by the administration to negate the animus claim is to just revoke all TPS.

The Judge points out that the 1990 law establishing TPS also lays down rules for the circumstances under which it can be ended, which, along with the APA, would preclude such an act. I think.
