This makes sense though. If im a scammer i want maximal cover, and maximal believability. So I call you "from" a government number. Makes sense.

It makes sense for scammers to call from "Department of State XYZ Division." It makes no sense for the actual department of state to call you from "unknown blocked scam call" and expect you to answer

That first one was what I meant.

Like if you're 90 years old and your phone tells you "you can either answer 'scam call' which we filter heavily and has a random DC number, or this actual DoS number that says Dept of State, which should you answer?" I could never blame an old person--or even young person--for getting scammed.
