No they didn't! World war two ended when Germany ways overrun from both eastern & Western fronts by Allies. Only "negotiations" that were held were technical recognition of that fact & terms of transition: more like ultimatums to a defeated nation. WW1 negotiations also one sided: war had ended.

WWII had negotiations, and we weren't going to make that mistake again. We are going to remake your society so that you don't do this again in 20 years, you can choose how many of you we have to kill to make that happen. Didn't tell them that was the plan though.

Damn it, WWI had negotiations, WWII didn't in any meaningful way.

They weren't negotiations of equal powers. Germany had lost. Emperor was forced to resign. You can't say Germany got anything good out of the Versailles treaty, which was the focus of resentment leading to WWII. A dictated peace.

The German government basically stayed in power though, the monarchy ended, but they were not occupied, they were not run by a foreign power.

They did however, lose the right to raise an army, lost their Navy, most of their productive resources were hived off to France, Czechoslovakia etc & they were reshaped into a republic & had to pay punitive reparations. That is not a negotiated settlement. It is a deed of Surrender.

Vance can't even get his own life history correct I wouldn't expect him to know any other form of historical information or context.
