At the very least, it is a moving violation. A local police officer could pull them over and ticket every single person in the back of that truck (hand over your ids please) as well as the driver. Aside from wasting an hour of their day, they'd have fines to pay and a record of their names.
It may be a dangerous enough moving violation that if they couldn't provide them with safe accommodations instead, they could take everyone to holding if they wanted to (Police have vans). It's a serious hazard to the riders and other drivers after all, nobody wants to hit a U-Haul and kill people.

I have so much compassion, it escapes me how other people seem to have none at all. My brain can't quite ever seem to cope with that fact. I know it to be true, but it's something my brain rebels against. I just can't quite understand why you would harm, if you could help.
It makes it worse because I'm an atheist who isn't supposed to believe in anything, or have any ethics or morals or scruples, but I have a very strong moral and ethical framework. Yet most of the people doing all of these terrible things claim a religion that is more in line with my ideals. 😣
