The “de minimis” provision was a policy that allowed people in the US to import packages valued at less than $800 duty-free. Trump got rid of the de minimis exemption for Chinese goods earlier this year. The new order removes it for every other country.

Doesn't this also affect every person coming into the US, who will be expected to declare and pay the always-varying tariff on any souvenirs, gifts, and other items they bring in? Are they hiring thousands of new Customs officials to handle complex calculations for every international arrival?
Yes, but only if you’re bringing more than the personal exemption amount, $800 for most international travel. So not as much impact as for mail order purchases.
