When I read the 1974 Congressional Budget Act, which created the reconciliation process and the # of votes for the Senate passage is 51, not the normal 61 votes, I’m sure that this type of bill can only address spending and revenue items. In this bill most of the items are not about funding at all.

We live the winter in Mexico since we retired 20 years ago, in our 50s. We had a successful artisana import business out of Mexico, invested in real estate there, and decided to retire early. We have adult kids (and grandkids now) in the US, so, we split our time btw US & Mexico.
