the vast majority of people bitching about transplants are NIMBYs in disguise. People will move, places will grow and shrink. It is up to us as a polity to see adjust for/to these trends and minimize the negative impacts while maximizing the positive ones.

I would say all those and more count as New Yorkers. Notable exception being every part of Staten Island; that's Pennsylvania's Kaliningrad.
