it's honestly not clear. i personally have had a longstanding view that rural gdp is actually underreported because the party cadres just don't care

That makes sense! And that would go a long way to reconciling the consumption numbers which really are way too low

an the mechanism makes sense too, there’s no expectation that these area will see gdp growth so there’s no need to prove that you have achieved it
