They wouldn't, so by default, everyone is now illegal until proven otherwise. That means they can stop a citizen who isn't carrying their passport, decide they're lying about their status, and deport them without due process. If the default assumption is "criminal", that includes everyone.

And by "deport", I mean "abduct and traffick". Deportation requires due process, and without that, it's just ✨sparkly kidnapping✨
