Just been reading that. Rather surprised that such a ban is even possible. Surely there is a mandate that the elected officials need to be available for challenge and explanation?

Journalists have the right to report the proceedings of the council meetings and see information relating to significant decisions made outside meetings by officers acting under a general or specific delegated power - but there's no obligation for elected officials to engage.
