The easy way is that goats have tails that stand up & sheep have tails that are down, unless the goat isn’t feeling well, but it’s an easy way to think about it. More subtle clues would be the mouths are a bit different, particularly the lower jaw. Yes, they both can have horns.
If you are around them, their personalities are quite different. Goats love climbing, can be very cliquish, eat higher off the ground, are a bit more athletic and limber. I think of them like cats of the barnyard whereas sheep can be very puppyish.
