First amendment activities (historically) are granted a lot of leeway - otherwise you'd just see states prosecute flag burning as 'disturbing the peace' or similar. If there was a pure oxygen source or a puddle of gasoline, no, it wouldn't be okay. But on public property with no risk? Fire away.
