NM can squeeze out at least one more seat. Colorado 100% and Vermont as small it is, can squeak out one more too.

I would divide a congressional district and ADD another seat. GOP is not playing by rules so we have got to get creative, don't really care how it's done just that we devise something. YOU got any suggestions?

Congress determines how many Congressional representatives each state gets based on the Census, states can't add seats, NM has 3, VT has 1, TX is redrawing the districts, not adding more seats.
