Here is what legally happened under a non libertarian government. A company spilled a bunch of chemicals through shoddy equipment maintenance. It shut down water for roughly 300K people, and poisoned rivers for a good 1000 miles.
The company immediately declared bankruptcy, and sold all of it's assets to a new company. Which reopened, but the Government ended up with the cleanup bill. THAT is our current regulated system. Libertarians would demand the company do the cleaning, including the owners. NOT the public.
