Every law that includes “except in an emergency; then the president just decides” is poorly conceived. Congress is available in emergencies. There doesn’t seem to be anything preventing the president from declaring anything that annoys him an emergency

Experts who keep calling him an idiot who doesn’t know what he’s doing, don’t seem to understand that basic loophole. The Constitution is chockful of them!
