Well, that's one version of history. All the countries attacked by Russia might have a different view, however. This is basically the argument I heard from a Russian general in 1993, that Russia had never fought a war of aggression; all its territorial growth came about when it defended itself!

As in, every century or so it slapped on an extra layer of cordon sanitaire, and because Russians then went to live in that buffer zone they were *forced* to keep doing so.

Of course it depends how you define Russia. What Putin means is that neighboring countries are not allowed to be independent and choose their destiny. They are effectively part of Russia. And if a country doesn’t want to be part of Russia, then it must be because of nefarious western actions.
