BUT…if there happens to be new legislation passed restricting or banning the manufacture, sales, & possession certain kinds/models of guns and ammunition, THEN, the buy-back makes sense.

As I said they have studied that and people will use that money to buy whatever gun is now available. It may help that the shooter will have a 5 bullet cartridge without auto functions so he will only have the possibility to kill less people you don't stop the shootings.
