He won't have a house then. The terms of all house members will expire and the rule isn't "You stay until someone else is elected." If no election is held then they are out at the specified time and the spot is simply vacant. Which would be like 33 senators and all members of the house.

No they won't. There's been 3 special elections around the country in the last month for representatives. They were all won by Democrats.
