It was raining too hard and the water bounces when that happens. If it coincides with non-payment of the gravity bill, the water just hangs there.

The warmer the atmosphere the more moisture it can contain. Every small degree celsius of global warming means an exponential (quite literally exponential) increase in the amount of rain that can fall.
