The proposals aren’t published yet. EHCPs have only existed for 10yrs. They replaced statements. That wasn’t “scrapping legal support”. It was changing it. Your previous statement that “they will scrap the whole system” was absurd. The 2015 SEND CoP isn’t working. Change is needed.
