Cutting IRS in reality reducing auditors who review returns of the wealthy. The rest of us audited with computers and businesses reporting earnings to the IRS. The wealthiest returns are way too complicated and must be audited manually. Billions in taxes at stake, and the poor pursued for pennies.
This is corruption! The more complicated a return, the more time it takes for the IRS to perform an audit. Less auditors mean less wealthy people get audited. That is their intention.
