@evidenceprof.bsky.social had a great post a few years back about the jurisdictions that did not have laws prohibiting police from having sex with detainees. He might be a good legal resource regarding sexual misconduct by LEOs.

Families knew about him, but knew (experience) the county would do nothing to get rid of him. Told their daughters "Don't stop...come home despite the flashing lights & siren. Your dad will scare him off." He was into full-on rape, and a number of girls got pregnant. He denied everything.
County ignored complaints. Blamed the girls. They shouldn't be driving after dark, they should have told him No (they had), they were "that kind of girl." Law enforcement has a bad, bad record with officers committing sexual assault.
