I think what's at play here is similar to the prepper mindset. She claims to be an environmentalist and has solar on her own property. But she's fighting utility scale, not realizing that not everyone can have her lifestyle. While i find her deluded, it does make sense to ask who benefits.
Rural areas benefit from the property taxes and jobs that come from rural utility scale renewable development. If rural areas don't want the cash then they need to be abandoned. That means no roads paid for state or federal governments. No extra cash for schools, hospitals, etc. It's what they want.
Arguably, that would just make them more angry. Rural areas were once hotbeds of socialism. The fact they’ve been hollowed out by industrial capitalism isn’t their fault. It’s a problem they don’t see the real enemy, but they shouldn’t be abandoned.
They continually tell us they want to be left alone, so why do we continue to send money from the productive cities/blue states to the unproductive rural areas? The days of blue cities/states propping up the rural lifestyle for people who hate them is coming to an end.
I live in a rural state. I find them obtuse and maddening. However, I try not to say it’s ok to throw any group (except fascists) under the bus. Not immigrants, not gays, not blacks, so also not rural folks. That doesn’t mean I won’t argue against them or vote them out of office, though.

Cmon that's a straw man. She did support solar energy projects after adjustments to their land coverage and uses solar herself. Renewables need to be built but I also see her perspective on the required infrastructure damaging nature in the process. I'm not her biggest fan but she ain't so bad

Based on the ecological problems of nuclear power generation back I'm the 70s, the regulatory system was needed. Relaxing those regulations is something the rightwing prefers. The problem is they use economics over ecology as a guiding principle.
