Well, Houston is on a flood plain. A place where they never should have allowed that type of development in the first place. Nothing Elon does will make that any better. And you can't dig underground at sea level. That's why Florida doesn't have basements or a subway system.
Somebody needs to check the height of the water table in Houston. Those tunnels will likely fill up without needing any rain, existing groundwater might just do it auto-magically.
