Musk could reasonably be expected to take that amount in place of a contractor offering to do it for a third. Subsequently, he might well be assumed to half-ass the job, and instead funnel the money into Space-X.

Have they thought about possible side effects of undermining Houston w/tunnels drilled in the porous limestone substrate? Will it matter if it is filled with water from the Gulf of Mexico penetrating it? What will happen as the water level of the Gulf rises? Is this a 1/2 ass idea or well studied?
