Important to note that guy was also an Earl, so using his name was also a way to make you sound "fancy" when making a sandwich. 18th and 19th century English (and Europeans in general) were very into aristocracy.
They didn't even have a name for the guy who invented the sandwich. They were just like, well he's from sandwich, lets call him that. Thats how revolutionary the concept was, there were no words to even describe the man who came up with it

The whole thing reeks of conspiracy to me. There was probably some guy named Stubbins who actually invented it years prior, but this Sandwich guy hated him and stole all the glory. Admittedly though, it would be odd to eat a toasted cheese stubbins.
I expect the original inventor insisted on calling it the "breadvelope" or something stupid and everyone was like nah
