1st, I'd never allow a Musk company to bore holes in anything, anywhere. 2nd, flood tunnels in & immediately around Houston? Are they nuts I that's what they're thinking. Houston is a swamp with some buildings on it. They'd have to drill tunnels far north of the city.
Here's in Chicago, we did something similar. But since Chicago is also a wetlands with buildings on top of it, they drilled the tunnels west of the city, away from the lake. Even so, they still ran into problems related to water infiltrating into the tunnels as they constructed.
My bet is that Musk-rat & his people haven't got clue as to what they'd be dealing with. A Starship fiasco coming to Houston. Only this time the tunnels will be imploding rather than the rockets exploding.

Given that his company builds cars that you can't get out of while they're burning you alive and space rockets that explode all over the place doesn't seem like a good idea to have him boring tunnels under a city.

Right, and if a Hurricane is coming in from the gulf, just like the bayous, all the water just gets pushed back into the city.
