My take: the part recommended for 30mph is a former 'town center' that's been hollowed out. But it still has lots of curb cuts and pedestrian-generators. So it's appropriate to be 30 (or lower) Whereas North of OHB I don't think was ever a tightly knit walkable area. So tougher to justify lower mph

It's definitely a one affects the other situation, but I believe you on the specifics. Unrelatedly looks like LA issues $110m per year (declining) in parking tickets but about half aren't paid.
