I don't know how anyone could get over something as horrific as this. Parents send their kids to school to learn, make friends, grow-up to be responsible individuals. Parents don't expect that someone with a grudge is going to muscle themselves into your life and ruin it.
Having said that, if this perpetrator was mistreated and/or didn't get the right help, then everyone else is to blame, too. Contrary to what some people may believe, no one goes through this world alone.
