Did anyone think it odd that Alligator Alcatraz OPENED serving rotting food to inmates and dressing them in filthy clothing? They didn't degenerate from decency, with safe food and clean conditions, to corruption, they literally PLANNED for it to be a hell hole from day one. These people are sick.
