Except it’s not really true, except by the strict definition of 51% as “most.” Even the work reporting requirements may be going into effect earlier in some states.

At some point, it's just semantics, but the implications are the same regardless. Dems cannot rely on voters feeling the pain before the midterms and understanding that the GOP did that. They need to lead and to explain what the bill did, and it's implications, and how to fix it.
