FWIW, those "technical services" are literally how ActBlue pays their bills. 96% of donations go to the campaigns/recipient committees. 4% goes to the cc processing fees. ActBlue makes their operational revenue off the tips.

I assumed that the higher processing fees were because ActBlue was using some of the processing fees for their operations. Interesting.
Supposedly not. Keep in mind that while they charge 4% vs. the more common 2.5 - 3.5%, it's a FLAT 4%...they don't charge a per-transaction fee (typically $0.25 - $0.35) which most processors do.
But honestly even if it's a combination of the two, that's fine with me; they provide a fantastic service.
